The Filipino community in Japan is a vital pillar of our bilateral relations and an asset to the Strategic Partnership.
“I worked to help them get access to resources and to preserve their culture by producing and marketing their crafts. The first stations in the Metro Manila Subway are expected to start operation next year.
While Garcia-Albano’s role in Japan is keeping her busy, she still takes a keen interest in initiatives to help former constituents back home, particularly with outreach for Davao’s Indigenous tribal communities.

Ambassador MYLENE DE JOYA GARCIA-ALBANO is a native of Davao City and the first female Ambassador of the Philippines to Japan. This year, we intend to highlight the pivotal role of women in peace and security, leveraging our country’s legacy of prioritizing the needs and rights of women during and post-conflict.
The other is the JENESYS program, initiated by the Government of Japan in 2007, which promotes people-to-people exchanges among ASEAN youth. To realize this objective, my team at the Embassy and I are undertaking targeted initiatives that promote women’s rights, education, entrepreneurship, and leadership development.
“I’m sure I’ll look back on my experience here and the people I’ve met, and I will probably continue to try something connected with Japan in the future,” she said.

She served three consecutive terms as Congresswoman for Davao City's 2nd District, where she held key leadership positions, including Deputy Speaker and Chairperson of the Committee on Constitutional Amendments.
Ambassador Garcia-Albano shares how her family's legal legacy, a pivotal pro bono case that led to a murder exoneration, and her philosophy of "doing your best in everything" propelled her through nine years in Congress in the Philippines, to representing 340,000 Filipino citizens living and working in Japan. This has been an emerging theme in our joint efforts to consolidate the peace and development gains in the Bangsamoro region in the southern Philippines.

Garcia-Albano is a seasoned public servant and lawyer with a distinguished career in government.
Appointed in 2022 as the Philippine Ambassador to Japan, she brings with her decades of experience in public service, law, and legislative leadership.
A trailblazer from the start, she ranked 3rd in the 1990 Philippine Bar Examinations and was the first female president of the Ateneo Law School Student Government.

Are there any examples of successful partnerships or collaborations between Japanese and Filipino entities that you find particularly noteworthy or inspiring, and how do you plan to build upon them?
A notable example of successful bilateral partnerships is Japan’s consistent support for the Philippines’ “Build Better More” infrastructure development program, currently exemplified by the Japan-funded Metro Manila Subway Project and the North South Commuter Railway, which are part of the Philippines’ overall modernization plan for its mass transportation system.
There are two (2) impactful programs that bolster people-to-people ties.
She loves to read, particularly mystery novels. “It connects to my background as a legislator. She graduated with Second Honors from the Ateneo de Manila University’s College of Law in 1990, where she also served as the Student Government’s first female President from 1989-1990.
