He later served as a diplomat to the United States. The Karankawa depended on the coastal areas for food. The Mexican President, Antonio López de Santa Anna, got rid of the constitution. Despite his hopes Austin was making little money from his endeavors; the colonists were unwilling to pay for his services as empresario and most of the money gained was spent on the processes of government and other public services.

But he agreed after receiving a letter from his mother.

Austin traveled to San Antonio to get his father's grant approved. It also provided for the employment of agents, called empresarios, to promote immigration. He had the courage to take on a big task, even when things were difficult.

Governor Martínez informed Austin that the junta instituyente, the new rump congress of the government of Agustín de Iturbide, refused to recongize the grant authorized by Spain, based on a new policy of using a general immigration law to regulate new settlement in Mexico.

    Governor Antonio María Martínez approved the plan. His birthplace was a mining area in Virginia. But Mexico would not grant Texas statehood. In March 1825 the legislature of the Mexican state of Coahuila and Texas passed a law that was similar to the one authorized by Iturbide. Austin, who had once wanted to work peacefully with Mexico, now believed that Texas needed independence.

    Austin was born in the leadmining regions of southwesternVirginia to Moses and Maria Austin. By 1825, he ordered his men to pursue and kill any Karankawa they found. He spent a year convincing leaders to approve his colony.
