The establishment and development of St.
Cyril and St. Methodius University of Veliko Tarnovo marked a significant milestone in Bulgarian education. Aleksandar Burmov and Vice Rector Prof. Inspired by the legacy of the XIV century Tarnovo Literary School, they aimed to nurture a patriotic spirit among students while emphasizing the importance of high-quality education and scholarly research.
On 13 October 1971 the Higher Institute of Education was transformed into a university and on 14 October 1971 at an official ceremony the then first state leader Todor Zhivkov read the State Council’s decree and handed the rector, Prof. Cyril and St. Methodius University of Veliko Tarnovo's main campus is located in a suburban setting, meaning it is situated in a residential area near a city.

It was established in autumn 1963 as a pedagogical institute, and today has 9 faculties: philological, legal, historical, pedagogical, economic, mathematics and computer science, religious, modern languages and plastic arts.
The Cyril and Methodius University of Veliko Tarnovo is an institution of higher education in Veliko Tarnovo, Bulgaria. The academic journal “Nauka i trud” (Science and Labour) was serialized right away and the first volume of “Trudove na Visshiya pedagogicheski institut” (Works from the Higher Institute of Education) was printed in 1964.

Today St Cyril and St Methodius University of Veliko Tarnovo, the largest Bulgarian university outside of Sofia, is a highly-respected centre for the Fine Arts and the Humanities, enjoying both a national and international reputation and maintaining a wide range of international contacts around the world.
Initially named Brothers Cyril and Methodius Higher Institute of Education, the university began with four degree courses and a dedicated faculty drawn from prestigious institutions across Bulgaria.
Led by Rector Prof. The Cyril and Methodius University of Veliko Tarnovo is currently directed by Prof. Penyo Rusev, the university’s founders embarked on a challenging journey to establish a prominent educational institution.
Parallel to academic, research and teaching development were published the first scholarly publications, textbooks and monographs, the first doctoral theses were defended and the first of the young Veliko Tarnovo lecturers attained academic rank.
In only eight years, the Bulgarian public and government were convinced that the Institute in Veliko Tarnovo had the makings of a modern university.
Despite initial hurdles, the university rapidly expanded its academic offerings, research activities, and international collaborations, laying a robust foundation for future growth.
In 1971, the institute attained university status, a testament to its rapid evolution and growing significance in Bulgarian academia.
