In setting this hearing date, the Chamber took into consideration that Defense counsel will require sufficient time for his or her preparation in the suspect’s absence, due to the scope of the prosecution’s allegedly labeled against LRA warlord.
The Registrar of the Hague-based court, Osvaldo Zavala Giler while in Uganda states that if the charges against Joseph Kony are confirmed, it could quicken the commencement of the case, observing that 19 years ago the ICC issued warrant of arrest against Joseph Kony of war crimes against humanity, which include murder, rape, sexual slavery, using child soldiers.
In October 2006, the ICC announced that arrest warrant has been issued for five members of the Lord’s Resistance Army for crimes against humanity following a sealed indictment, and on the next day Uganda Defense Minister, John Patrick Amama Mbabazi, revealed that the warrants include Kony, his Deputy Vincent Otti, and LRA commanders Raska Lukwiya, Okot Odhiambo, and Dominic Ongwen.

Who is Joseph Kony?
Joseph Kony according to most published documents was born in 1961, to Aluzi Obol, of Palaro Odek clan.
Maria Mabinty Kamara, the Outreach Coordinator for Uganda and Kenya in the Public Information and Documentation Section of ICC, told a meeting of stakeholders on ICC including the media, that ICC does not pay reparations to individual victims but to the community as a whole and that money is spent on projects which benefit all.
“Reparations are paid only at the end of trials and after guilty verdict.” She said, at Churchill Courts Hotel in Gulu Municipality on Tuesday 14th July 2015, during preparations to celebrate the 17th anniversary of the Court, which is celebrated annually on 17th July.
She was responding to the concern of a victim of the Northern Uganda insurgencies, including that of the Lord’s Resistance Army (LRA) rebellion, which spanned from 1986 to 2006, that it seems the ICC is only interested in giving justice to the victims of Lukodi-a village in Bungatira sub-county in Gulu district, a few minutes’ drive from Gulu town.
The LRA massacred over 46 innocent civilians between 19th and 20th May 2004 in Lukodi’s eleven villages.
She said Ongwen cannot be held responsible for all the crimes committed by other LRA commanders in other parts of Northern Uganda.
“It is not possible to hold Ongwen responsible for all the crimes committed in the whole Northern Uganda.
Bold Reporting Takes Time, Courage and Investment. For 19 years we have failed to arrest and let him appear before the International Criminal Court,”- Maria Mabinty Kamara, ICC Outreach Coordinator for East Africa.

Otherwise, we would have handled him ourselves.” Mr Museveni said although he was “one of those” who supported the ICC at its inception, the Court has since morphed into a tool “to install leaders of their choice in Africa and eliminate the ones they do not like.”
Ms Kamara said, however, that the Court remains “purely a judicial institution.” “There are no political considerations when the judges take into account decisions of issuing arrest warrants,” she said.
Ms. It is a judicial institution.”
In his eyebrow-raising speech at the inauguration of Mr Uhuru Kenyatta, who stands indicted by the ICC with crimes against humanity, Mr Museveni accused the court of blackmail, incompetence and self-interest in charging the new Kenyan leader.
Mr Museveni also said that the ICC had been “grabbed by a bunch of self-seekers and shallow minded people whose interests is to mint revenge on those who hold opposing views.”
Although he offered no specifics, the NRM leader said the election of Mr Kenyatta and his deputy, Mr William Ruto, was a reminder to those using the ICC to blackmail others (African leaders) for selfish reasons that Africa is not a haven for them.
However, Ms Kamara disagreed with the President’s assertion and said she found his comments surprising given that Uganda remains a state party to the ICC and is a signatory to the Rome Statute creating the court.
Ms Kamara said Uganda’s January 2004 referral of Joseph Kony and his Lord Resistance Army rebels to the ICC for action, “one of the court’s earliest referrals”, was evidence of the country’s faith in an institution for which Mr Museveni now castigates.
In his Tuesday speech, Mr Museveni said Uganda referred the LRA to the ICC because Joseph Kony “was operating outside Uganda.

By January 1987, word was moving around in Palaro Odek parish that Joseph Kony was planning to join the group of Alice Auma Lakwena’s Holy Spirit Movement (HSM).
A source told Black Star Correspondent that one day while Kony was going to bathe at Odek stream, he reportedly met three people adorning white robes.
Nobody expected him to morph up into a feared soldier having served the church with piousness and humility as an Alter boy.
