He was a former dean of the College of Law at University of the East (1993) and Urdaneta City University and of the School of Law at Manuel L.Quezon University (2002-Mid 2008). He also previously served as President of the City College of Manila (now Universidad de Manila), which reinforced his credentials in both law and educational governance.

Justice Artemio G. Tuquero served as president of PLM with a focus on academic excellence and community engagement. Before leading PLM, he served as Justice Secretary and was a member of Manuel L. Quezon University’s elite Knights of the Golden Fleece, an exclusive fraternity for honor students of MLQU. He restored the Flame of Excellence at the PLM façade.
Jose RoyIII and Atty. Tuquero was appointed as OIC and then university president of City College of Manila (now known as Unibersidad de Manila) by former Mayor Alfredo S. Lim. He guided the university for two years (2008-2010). Before serving the university, retired Justice Tuquero was actively involved in the academe. Estrada appointed him again as Department of Justice Secretary whereas his tenure lasted for a year.
President Tuquero will now be ninth PLM president, following Dr.
Benito reyes, Dr. Consuelo Blanco, then Manila Mayor Ramon Bagatsing, Dr. Jose Villanueava, Dr. Benjamin Tayabas, Dr. Virsely dela Cruz, Atty.
