Then there is Will Smith as an actor - not just a star, though later in the movie he is admittedly overshadowed by veteran Gene Hackman.
There are two layers to this movie: On the surface is a pacy thriller with edge-of-the-seat chases but underneath lies a telling commentary on government surveillance.
One of Smith's finest movies.
The Last Word: Don't miss. But what really got me is the acting from other characters as Seth Green, Barry Pepper, Jake Busey, and even Jack Black. In many ways, this makes the movie ahead of its time, which touches upon themes that are still relevant today.
Hackman Played Brill In Enemy of the State

Kevin Costner & Gene Hackman's 92% Fresh Neo-Noir Thriller Lands a New Streaming Home
An '80s classic featuring Oscar winners Kevin Costner and Gene Hackman premieres on a new streaming home.
It is one of those truth-in-fiction stories which makes its point about government intrusion into privacy dramatically and effectively.
There are references to the classic, The Conversation: The surveilled couple talking in the park, and the Hackman character's premises are an obvious recreation of his workshop in the earlier movie.
A real shame. “I’ve been told not to say that over the last few years, in case some real wonderful part comes up, but I really don’t want to do it any longer.”
Details about the final moments of Hackman’s life continue to trickle out as investigators share information with the press. Sadly, their contact, Rachel (Robert's ex), got killed by Reynolds' agents, which upset Brill in this political thriller.
Brill worked as an NSA communications expert for America during the Iranian Revolution.
One of the couple’s dogs was also dead.
CNN reports local law enforcement believe the situation is “suspicious enough” for an investigation. Enemy of the State pays homage to a history of conspiratorial thrillers while also modernizing the genre, aging like wine due to 21st century world events that have revealed just how complicated the surveillance state of the developed world can be.
Gene Hackman's 'Enemy of the State' Character Is Similar to His Work in 'The Conversation'
In Enemy of the State, Hackman is billed as the second lead, but doesn't make a grand entrance until around halfway through the film.
He wanted to atone for his sins and look after Rachel, so they worked together with people like Robert to bring justice into being. I give the movie overall 8 of 10.
Will Smith, 56, paid tribute to his “Enemy of the State” co-star Gene Hackman, 95, on social media following the film legend’s passing in February 2025.
Hackman and his wife Betsy Arakawa, 64, were found deceased in their New Mexico residence on Feb.
26. He had the energy of DC's Oracle and Cyborg, proving to Robert that even if he was an old timer, he shouldn't be underestimated. In the end, Robert was glad to receive a message from Brill. Somebody on the DVD special features called it "...a combination of Crimson Tide, The French Connection, and 3 Days of the Condor." From my list of favorites I'd also say it has aspects of Marathon Man, The Fugitive, and The Firm.
It was the stark opposite to when Hackman played Lex Luthor. The DVD picture and soundtrack are both excellent. Enemy of the State is fresh and original and clever. RIP.”
The unanswered questions about the mysterious deaths of Hackman and his spouse also sparked responses on the app.
