Mulu Mutisya (1924–2004) was a prominent Kenyan political figure renowned for his grassroots mobilization and influence, particularly within the Kamba community.

One memorable instance was during a presidential visit to Ukambani, where Mutisya attempted to praise President Moi.

His speech, delivered in a mix of Kiswahili and Kikamba, included the line:

Despite his limited formal education, Mutisya had ascended the political ladder to become a trusted confidant of Presidents Jomo Kenyatta and Daniel arap Moi.

But of all things, it is Mutisya's oratory skills that endeared him to many.

Mulu Mutisya passed away in 2004 at the age of 80.

Beyond his humor, Mutisya played a pivotal role in shaping the political landscape of Ukambani. He mentored numerous leaders, most notably Kalonzo Musyoka, to whom he passed the mantle of leadership.
