Palestinian girl, 16, becomes youngest minister in the world
Exactly the same day she turned 16 years old, a Palestinian girl called Bashaer Othman became the youngest minister in the world.
The trip, however, cost her some precious time away from her high school studies back home in the West Bank – after all, she’s only 15.
For two months this summer, Othman took the mayoral reigns of a small town with a population of about 8,000 called Allar, just outside the northern West Bank city of Tulkarem. On Thursday she directed the Local Administration Ministry in the West Bank, even if only for a day, when the minister responsible, Ehab Besaisso, visited her village.
Bashaer had become news a year ago, when she became mayor of the town of Allar, of 9000 inhabitants, for two months.
As part of a youth empowerment programme, Othman became Allar’s – and the world’s – youngest mayor, listening to citizens’ problems, signing documents, reading reports and chairing meetings. Today, she stands as a youth icon, tirelessly striving to fulfill her resolve that “We want no pessimism in Palestine!”
At the remarkable age of 16, she was appointed the Minister of Local Administration in Palestine, showcasing that young people in the Middle East are more than capable of leading when given the opportunity.

During the days when she was mayor of Allar, attending a summer experiment aimed at empowering young people, Bashaer took care of all matters related to municipal policy from supervising employees to signing official documents, except financial ones.

She added that, in celebration of International Youth Day, this would be a good way of "putting young people in the political agenda of the Palestinian territories."

World’s youngest mayor goes back to school
For the past week, Bashaer Othman has been busy meeting with parliamentarians in Jakarta, Indonesia, pushing them to enact projects to incorporate young people into civic life.
“But they were available whenever we needed them for guidance.”
Othman and her team are originally part of what is known in Palestine as “youth councils”. Othman started off in Allar’s youth council, serving as its first female president before becoming mayor.
To Othman, this experience was about encouraging her peers to take on roles of leadership and to get a message across to those in power.
Othman’s analysis is right according to the Palestinian Central Bureau of Statistics, which puts unemployment at 23.7 per cent for Palestinians who have graduated high school.
Given the fact that municipal elections are just a month away, Othman’s experience is all the more relevant to her and her peers.
“The moral achievements are far more rewarding” than any other aspects of her two-month term, Othman said.
"I do not know what I want to study," she said.
Another purpose of her short "mandate" was to send a letter to the UN requesting intervention in the case of the closure of a landfill in the town of Al Bira. At the time, her photos using a hijab (Islamic headscarf that covers the hair but leaves the face open) showed her sitting at a large table while making phone calls around the world.
According to the girl, it was she herself who made the proposal to the Minister.
During her time as mayor, Othman took control of the day-to-day running of Allar’s municipality. During her term, she spearheaded the inauguration of a new fire department and a public park, all accomplished with the assistance of 11 other dedicated teenagers.
She is truly a model citizen, demonstrating that age is no barrier to making a meaningful impact in governance and society.
She inaugurated a new fire department, opened up a public park and resided over the establishment of a stone quarry.
