“Today I attended my first board meeting of the Zuellig Family Foundation.

Together with the other Board members — Most Rev. Antonio Ledesma, Emmanuel De Dios, Martiniano Magdolot, Ma. Gisela Tiongson, and Eloize Juliet Victoriano — their collective expertise and perspectives will help steer the Foundation as it embarks on a new strategy while staying focused on its mission to deliver meaningful and lasting impact to poor and marginalized communities across the country.

PEF also extends its sincere gratitude to the outgoing Board members — Ms.

Rory Tolentino,  Fr. Jovic Lobrigo, Ms. Gina Martin, and Mr. Allan Sicat — for their invaluable service and steadfast commitment to advancing the Foundation’s social development mission.

We also welcome our new Chair, Dr. Manuel Dayrit, former Secretary of Health, who shared his vision of strengthening health leadership, scientific rigor, and communication to drive lasting impact.

With our 2025-2027 strategic plan, we remain focused on four key areas: Local Health Systems (LHS), Nutrition, Adolescent and Youth Sexual and Reproductive Health (AYSRH), and the ZFF Institute for Health Leadership.

Today’s Town Hall was a moment of reflection and looking ahead. Zuellig Family Foundation (ZFF) President Austere Panadero shared key takeaways from the past year—our breakthroughs, challenges, and lessons learned.

As we enter the next phase of our 10-year plan, a major transition is also happening with three new Board members bringing expertise in governance, health innovations, and technology:
Ms.

Edith Villanueva – Returning to represent the Visayas NGO network/coalitions, Ms. Villanueva brings with her the institutional memory in her second stint on the PEF Board. Ma. Josefina dela Cruz, Dr. Fely Marilyn Lorenzo, and Dr. Jaemin Park. The ZFF board of trustees has great confidence in Panadero’s ability to continue leading ZFF with integrity, competence, and agility toward its mission of achieving faster health outcomes.

For being an exemplary public official who has dedicated his life to
improving local governance, the Ateneo de Manila University conferred to him the 2016 Government Service Award.

PEF welcomes new Board members to drive strategic vision forward

To further advance its vision of building self-sustaining and resilient households in partner communities, the Peace and Equity Foundation welcomed a new set of seasoned CSO leaders to its Board of Trustees on March 27, 2025.

    He has wealth of experience in ensuring local governments have the capacity to effectively deliver public services and become accountable, transparent and results-based.


    He worked for close to three decades in various capacities at the Department of the Interior and Local Government (DILG), where he was undersecretary from 2007 until his retirement in
    2018.


    An Industrial Engineering graduate of the University of the Philippines, he began working in the government as technical staff of the Development Academy of the Philippines, where he eventually became its vice president.


    In the DILG, he ensured the continuity of program and policy implementation amid multiple leadership changes.

    Caroline Manguiat-Ubalde – Representing the Luzon NGO network/coalitions, Ms. Ubalde is the executive director of Lingap Para Sa Kalusugan Ng Sambayanan (LIKAS) in Irosin, Sorsogon and former executive director of Bicol Consortium for Development Initiatives. Austere Panadero – Representing the national NGO networks/coalitions, Mr.

    Panadero is the president of the Zuellig Family Foundation.  As a former Department of Interior and Local Government Undersecretary, he will be bringing his expertise in navigating local government dynamics and leveraging resources for a shared agenda.

Austere A. Panadero is Executive Director of the Zuellig Family Foundation (ZFF).

Since 2002, she has been the president and chief operating officer of the Sugar Industry Foundation, Inc. and the current chair of the HOPE Volunteers Foundation Inc. She was also a former congresswoman in the third district of Negros Occidental. Fr. Antonio Cecilio Pascual – Elected to represent the national NGO networks/coalitions, Fr.

Pascual has been known for being an active supporter of the cooperative movement in the country.

Zuellig Family Foundation’s Post

Austere A. Panadero has been appointed as the new president of the Zuellig Family Foundation (ZFF), five years after joining the foundation as executive director.

It lasted for 6 hrs. with only a 30 minute lunch break. Her experience in social development and management will help PEF improve its programs and projects further. 

  • Ms. Before joining ZFF, Panadero worked for the government for over three decades with most of that time spent at the Department of the Interior and Local Government (DILG), where he served as undersecretary from 2007 until his retirement in 2018.

    I must admit I was dumbfounded to say the least when I realized the extent of resources this foundation is pouring in our country, and their commitment to remain in the Philippines despite alternative opportunities in our neighboring countries.
