In 1987, she joined the White HouseOffice of Management and Budget (OMB) as the program examiner for the DOE’s radioactive waste management programs and for the Nuclear Regulatory Commission. Returning to DOE, she served as the Department’s budget director from October 2007 to August 2010, where she managed its $29 billion annual budget.

 

In the private sector, Miller has worked for Cogema, Inc., and as a consultant for clients including DOE, Sandia National Laboratory, and the government of Germany.

From 2003 to 2004, Miller served in DOE’s Office of Nuclear Energy, first as associate director for Resource Management and then as associate director of International Nuclear Cooperation.

 

She returned to OMB to serve as a senior program examiner in the National Security Division from August 2004 to October 2007, where she was responsible for overseeing NNSA programs and the Defense Department Cooperative Threat Reduction program.

Based in Washington, D.C., Miller heads the company’s efforts to develop and maintain productive relations with government customers and partners.

Nevada National Security Sites’ Post

Mission Support and Test Services, the management and operating contractor for the Nevada National Security Sites, has named Neile Miller Vice President of Government/Customer Relations and Strategic Partnerships.

She also served as Chief Strategist, responsible for the development and implementation of strategies to ensure the successful management and operation of the NNSS. “I’m immensely proud of the team.”

The NNSA announced Tuesday that, after months of anticipation and three to four years’ worth of work, Consolidated Nuclear Security LLC, or CNS, had won a five-year contract to manage the Y-12 National Security Complex in Oak Ridge and the Pantex Plant near Amarillo, Texas.

Additionally, she leads business planning, strategy and direction for increasing and expanding the NNSS’ strategic partnership activities. Miller is the former acting Undersecretary of Energy for Nuclear Security and former Principal Deputy Administrator of the National Nuclear Security Administration (NNSA). The transition began several years ago.

“We embarked on a journey from an old Cold War nuclear enterprise to a 21st Century nuclear enterprise,” D’Agostino said.

Y-12 National Security Complex (Submitted photo)

Less than two weeks before his retirement, a federal official celebrated the consolidated contract award announced Tuesday, calling it a key element in a long list of decisions and actions designed to reduce redundancies in national nuclear security work and make operations more efficient.

It reflects a change in how the National Nuclear Security Administration does business, NNSA Administrator Thomas D’Agostino said during a Tuesday teleconference.

The company will also manage construction of the Uranium Processing Facility at Y-12 and, after the first year, could manage tritium operations at the Savannah River Site near Aiken, S.C.

Miller, who has been the principal deputy administrator for the National Nuclear Security Administration (NNSA) since August 2010, will become acting administrator on January 18, 2013, upon the retirement of current director Thomas P. D’Agostino. She also served as policy and communications officer in the Nuclear Energy Agency of the Organization for Economic Cooperation and Development in Paris, France.

 

Miller and her husband, nuclear scientist Dr.

Werner Lutze, have two sons, Max and Daniel.

NNSA is a semi-autonomous agency within the U.S. Department of Energy (DOE) responsible for overseeing the nation’s nuclear weapons complex.

 

Born circa 1957, Miller is a 1975 graduate of Framingham North High School in Framingham, Massachusetts, going on to earn a B.A.

in Political Science at Vassar College in 1979 and an M.S. in Foreign Service at the Georgetown University School of Foreign Service in 1981.

 

Miller started her career at the Congressional Research Service, working on nuclear nonproliferation issues. Miller joined the NNSS in 2018 and most recently led the mission-enabling functions of Finance, Human Resources, Information Technology, and Supply Chain Management as Senior Director of Business Operations.
