“Unless AMCON played a role in the criminal case or was listed as a beneficiary, this transfer may raise legal red flags.”
The Way Forward
As the ultimatum clock ticks, stakeholders in Enugu—and across Nigeria—await the EFCC’s next move. Rainbownet’s forfeited assets, therefore, appear to serve as partial restitution for the outstanding loans.
Do you have tips or documents? And if AMCON now controls properties tied to Enugu’s past corruption scandals, does that make the state poorer—or just forgotten?
Only time, and the courts, may tell.

Finally, Ogara recalled that the EFCC had earlier in April 2024 returned 14 other forfeited properties to Enugu State, also without informing the House of Assembly. We exchanged correspondences and it has been fruitful. Public records reveal that Nnamani features prominently on AMCON’s list of top 105 debtors, occupying no fewer than five separate positions as a promoter of indebted entities:

The properties include:
These assets were part of a broader investigation dating back to 2007 when EFCC first arraigned Nnamani and one of his associates, They were slapped with a 105-count charge for allegedly laundering N5.3 billion of Enugu State public funds. The lawmaker’s objectionIn a strongly worded letter to the EFCC Chairman, Hon. Harrison Ogara decried the handover as improper. The correspondence said that we could have access to them at any time we deem fit, that’s why we are here. Chimaroke Nnamani | 5,874,161,281.46 |

Others contend that the legal basis for such forfeitures was grounded in Nnamani’s private debts, especially given AMCON’s documented interest. Legal and Ethical DilemmasThe EFCC’s dual roles—as an anti-corruption watchdog and a cooperating partner in debt recovery—appear to have clashed in this case. Chimaroke Nnamani | 5,875,022,498.73 |

Nnamdi Chukwu THE Economic and Financial Crimes Commission (EFCC) on Thursday, 29 May 2025 handed over four properties forfeited by Rainbownet Nigeria Limited, a company owned by a former governor of Enugu State, Chimaroke Nnamani, to the Asset Management Company of Nigeria (AMCON) in Enugu State. The properties include one bungalow, one wirehouse and three duplexes, all located at No. 3/4 Pocket Estate Independence Layout, ; 12 rooms of one-storey semi-detached building located at No. 35B Abakaliki Road, Enugu; one duplex of six rooms, located at No. 3A Mount Street, Park-Avenue, Enugu and one duplex of six rooms, located at No. 3C Mount Street, Park-Avenue, Enugu State. Speaking during the handover ceremony, the Executive Chairman of the EFCC, Ola Olukoyede, who was represented by the Acting Zonal Director, Enugu Zonal Directorate, Assistant Commander of EFCC, ACE I, Aisha Abubakar, noted that the Commission has always had a robust collaboration with AMCON. Why some were returned to the state while others are now going to AMCON has not been fully explained. Critics argue that if these properties were acquired using laundered public funds, then they rightfully belong to Enugu State. The lawmaker also queried the whereabouts of the N400m recovered from Sam Ejiofor’s overhead tank, which he said remained unaccounted for till date. The letter obtained by NATIONAL POST reads, “Few days ago, news broke through the EFCC's social media handles that your commission has handed over some forfeited property belonging to the former governor of Enugu State, Dr. Chimaroke Nnamani to Asset Management Company of Nigeria (AMCON). “These property according to your commission include, one bungalow, one warehouse and three duplexes all located at N0 3/4 Pocket Estate, Independence Layout, Enugu; 12 rooms of one storey semi-detached building located at N0 35B Abakaliki Road, Enugu; one duplex of six rooms, located at N0 3A Mount Street, Park Avenue, Enugu and one duplex of six rooms, located at 3C Mount Street, Park Avenue, Enugu. “As a representative of the people of Igbo Eze South (part owners of the recovered assets), I have been inundated with several calls as to why your commission should hand over the assets belonging to the government and good people of Enugu State to AMCON. “Sir, it is on record that on April 2024, your commission handed over 14 property linked to the former governor of the State, Dr. Chimaroke Nnamani initially forfeited to the Federal Government back to the government and people of Enugu State without any information to the House of Assembly till date. “During that brief ceremony you disclosed that the road to the forfeiture dated back to 2007 when you started the prosecution of the former governor. “Kindly note also that all the monies siezed by EFCC including N400m from Sam Ejiofor’s overhead tank remain unaccounted for till date. “Again, we are seeing a handover of another set of properties of the people of Enugu State to an unknown body that has no bearing with the assets recovery litigations that had lingered in court for close to two decades. “Sir, for the mere fact that there was no nexus between the issues arising from the forfeited property in Enugu State linked to ex-governor Nnamani and AMCON, I, on behalf of the good people of Igbo Eze South that I represent demand that the EFCC return all those property handed over to AMCON to Enugu state within seven days. “Failure to comply with this demand, I would have no choice than to seek redress before a court of competent jurisdiction and relying on the provisions of the Administration of Criminal Justice Act.” Inside look at the controversy stirring in EnuguEnugu State is buzzing with questions about why the EFCC transferred former Gov. Chimaroke Nnamani’s properties to AMCON. He gave the EFCC a seven-day deadline to reverse its handover to AMCON or face legal consequences. Why EFCC transferred Nnamani’s assetsIn a handover ceremony held in Enugu, the EFCC, represented by Acting Zonal Director Aisha Abubakar, defended its action by citing a longstanding cooperative relationship with AMCON. Will Hon. Ogara follow through with his lawsuit? What is at stake is beyond why EFCC has the discretion to transfer Nnamani’s assets to another federal agency. The EFCC must offer greater transparency about the basis for its decisions—especially when they involve multiple government agencies and contested assets. For now, the streets of Enugu buzz with speculation. He asked the Commission to return the properties to the people of Enugu State. “These assets belong to the government and good people of Enugu State,” Ogara asserted. He also accused the EFCC of bypassing due process by failing to consult the state legislature. Will the Commission heed the call to reverse the handover? Given AMCON’s mandate to recover non-performing loans acquired from commercial banks, its interest in properties linked to these debts seems inevitable. |
