He was a captain in the Black Hawk War, spent eight years in the Illinois legislature, and rode the circuit of courts for many years. In 1847, he was elected to the House of Representatives for Illinois and served from 1847-49. When support for the war waned as battlefield casualties mounted, he gradually shifted the focus of the war to the abolition of slavery.
When Confederate batteries fired on Fort Sumter and forced its surrender, he called on the states for 75,000 volunteers. The plan advocated a full pardon and the restoration of property to all engaged in the rebellion, except the highest Confederate officials and military leaders. The performance of Union armies in the Eastern Theater was inferior to that of the Confederate armies.
