For seven months in 2000 (March–September), he was the deputy prime minister for Services Affairs. He was accused of aiding the state to kill civilians and financial crimes. On 22 September 2011, Mahumdi was detained and sentenced to 6 months in jail for illegally entering Tunisia without a visa.

He was arrested in Tunisia for illegal border entry and jailed for six months, although this was later overruled on appeal, however a Tunisian court decided to extradite Mahmoudi to Libya under a request from Libya's Transitional Council. The Prime Minister, Ali Al-Baghdadi Al-Mahmoudi, and the head of the Central Bank of Libya, Farhat Omar bin Guidara, were among the main opponents of this idea.

This was due to the fact that in this country, where a large part of the territory is desert, not all cities and villages have access to clean drinking water.

From 1986 to 2003, the United States imposed an embargo on Libya, preventing one of Africa's largest oil-producing countries from exporting its main resource to other countries.

This was the main reason why Muammar Gaddafi decided to implement a plan for the direct distribution of oil revenue among all the country's inhabitants.

Infrastructure Development

Prime Minister Ali Al-Baghdadi Al-Mahmoudi initiated two major infrastructure projects within the country. An appeals court approved the decision to extradite him to Libya on 8 November.

On 1 September 2011, Mahmudi told an Arabic news channel that he supports those fighting against the former Libyan leader.

Mahmudi then became Minister of Human Resources Affairs for six months, and then Minister for Infrastructure, Urban Planning and Environment Affairs for five months. Libyan leader Muammar Gaddafi proposed implementing direct distribution of the country's income to the population. He was a part of Gaddafi's innercircle at leastprior to his escape in mid-2011.

Baghdadi Mahmudi

Mahmudi came from the Zawiya District of northwestern Libya. Mahmudi said he was still in Libya and in contact with the National Transitional Council now in charge, Al Arabiya reported.

Arrest, extradition and trial

On 8 November 2011, it was reported that a Tunisian court ruled that Mahmudi should be extradited to Libya.

He also held the chairmanship of both the Libyan Investment Authority (one of the largest sovereign wealth funds in the world) and the Libyan Oil and Gas Council. Supporters of the anti-Gaddafi movement attempted to storm the hotel where he was staying, according to the reports, but were unsuccessful. They believed that direct distribution of money among the population would devalue the Libyan dinar and set the country back several centuries.
