He proposed
and incorporated innovative ideas on technology transfer such as
compulsory licensing and transfer of publicly-owned
technologies into the Agenda 21 adopted in 1992 at the Earth Summit in Rio de Janeiro
Rae Kwon Chung proposed the idea of unilateral CDM (Clean Development Mechanism) to
enable developing countries to initiate green-house gas mitigation projects on their own initiative.
For his contribution to the report of IPCC on technology transfer as lead author, he received a
personal copy of Nobel Peace Prize awarded to IPCC in 2007.

And these people and these consumers are ready and willing to pay a higher price to choose carbon-free energy and the carbon-free product. The best way to restore the damages, I think, depends on each government’s strategy, but it will be getting more and more difficult for the government alone to take all the burden. Many sectors of business have been affected as a result.
There is a new word introduced, heat deflation. So it's not just a matter of some damages, it's a matter of life and death.
Recently, in an Interview with Kazinform, UNDP climate expert Gulmira Sergazina has stated that by the end of 21 century annual temperature will rise by 6 degrees in Kazakhstan, 3 degrees at least given a low gas emission ejection scenario.
This is the most difficult challenge.
