Seif Sharif Hamad was born in 1943 on October the 22nd.

On 18 March 2019 Hamad resigned from CUF and joined another political Party ACT Wazalendo. In May 1989, he was arrested and taken to court to face (politically motivated) trumped up charges of allegedly being found with government secret documents.

In April 2000, he was arrested and charged with trumped up charges of allegedly attacking members of the police and robbing them with a gun (the charges were finally dropped by the Zanzibar Magistrate’s Court in November 2003).[10]

Death

Hamad was hospitalised on 29 January 2021, after his party said he, his wife, and aides had tested positive for COVID-19 during the COVID-19 pandemic in Tanzania.[11] Tanzania's government had not reported any official cases since April 2020, despite reports of deaths being attributed to "acute pneumonia."[12] Hamad died at Muhimbili National Hospital in Dar es Salaam on 17 February 2021.[13] He was 77 years old.[14] After his death, Tanzanian President John Magufuli declared three days of mourning.[15]

Most of the planned reforms were not implemented by the government, including, crucially, an agreed credible voter's register prior to the elections of October 2005.

In the 30 October 2005 election, according to official results, Hamad was again defeated by Amani Abeid Karume, winning 46.07% of the vote to Karume's 53.18%.

The union elections in December 2005 followed a similar pattern on Zanzibar with CUF carrying Pemba but not Unguja.

His secondary education commenced from 1958 till 1961 at the Memorial of King George VI High School, within the town of Zanzibar.

Hamad attended Primary School at Uondwe and Wete Boys School, in Pemba 1950–1957.

On 31 January 2021, it was announced that he had contracted COVID-19 and was in hospital in Zanzibar.[4][5]

Political career

Hamad served as a Member of the Zanzibar Revolutionary Council and Zanzibar Minister of Education (1977–1980), founding member of the Zanzibar House of Representatives (1980–1989) and Member of Tanzanian Parliament (1977), Member of the Central Committee and National Executive Committee of Chama cha Mapinduzi (CCM) - Tanzania's Ruling Party (1977–1987), Head of the Economic and Planning Department of the CCM (1982–1987) and Chief Minister of Zanzibar from 6 February 1984 to 22 January 1988.[6] Soon after his dismissal, he was expelled from the sole legal party, Chama Cha Mapinduzi (CCM), after disputes with party officials.

Dr Shein's victory is equal to 50.1 per cent of all the 364,924 votes cast while Hamad garnered 49.1 per cent.[8] In October 2015 Hamad won the election by 25,000 votes against Incumbent Ali Mohamed Shein but the election commission canceled the election results. Observers condemned the poll citing widespread irregularities and instances of intimidation of opposition supporters by the security forces.

In March 2016, Hamad refused to participate in the rerun of the election which brought Dr Shein to power again illegally. Commonwealth observers labelled the poll as “chaotic”.

In 2001, on the 26th and 27th of January, at least 45 members of CUF were shot and killed by the security forces of Tanzania while peacefully protesting against the Zanzibar government forcing them to rule without the people’s consent.

Additionally, Hamad was the General Secretary to the opposing party, Civic United Front (CUF). He was narrowly defeated by CCM candidate Salmin Amour, winning 49.76% of the vote to Amour's 50.24%. From 1989–1991 he was remanded in the Zanzibar Central Prison. He started his secondary education 1958–1961, at King George VI Memorial Secondary School, in Zanzibar Town, Zanzibar.

Later in the fourth month of 2000, he got captured on the false charges of assaulting and robbing police officers using a firearm. Observers from international organizations, such as the National Democratic Institute and Commonwealth, once again expressed grave concern about electoral equity, then the U.S. refused Abeid Karume’s swearing-in function as the President.

The union elections in the November 2005 once again followed the same pattern of CUF losing Unguja but winning Pemba.

In 2010, on October the 31st, elections took place for Tanzanians to choose the President of Zanzibar and Tanzania.

The first multiparty elections took place in 1995 and Hamad was the CUF's candidate for the Presidency of Zanzibar.
