Background

Huang Mengfu is a grandson of former Chinese vice premier Huang Yanpei (Chinese: 黄炎培, 1878–1965) who is regarded the founder of modern vocational education in China. As a result of his position, he was also appointed vice chairman of the CPPCC in March 2003.

He was confirmed for a second five-year term in both positions in November 2007 and March 2008.

He ranks as a national leader of China. In 2001, he was appointed vice chairman of the All-China Federation of Industry and Commerce, and was appointedchairman of ACFIC in November 2002, replacing Jing Shuping who retired. HUANG Mengfu

Huang Mengfu, male, of Han nationality, is a CPC member and a senior engineer. 

He is the eleventh vice chairman of the National Committee for the CPPCC and honorary chairman of the All-China Federation of Industry and Commerce.

From July 1992 to February 1998, he was appointed vice mayor of Nanjing, Jiangsu Province, and had successively served as chairman of Nanjing Committee of China National Democratic Construction Committee, vice chairman and chairman of Jiangsu Provincial Committee of the CPC, and vice chairman of the Central Committee of China National Democratic Construction Committee.

From February 1998 to November 2001, he served as deputy director of the Standing Committee of Jiangsu Provincial People's Congress, vice chairman of the Central Committee of China Democratic Construction Committee, chairman of Jiangsu Provincial Committee of the CPC, and chairman of Nanjing Municipal Committee of the CPC.

From November 2001 to November 2002, he served as Vice-Chairman of All-China Federation of Industry and Commerce, vice chairman of the Central Committee of China National Democratic Construction Committee, and deputy director of Standing Committee of the Jiangsu Provincial People's Congress.

From November 2002 to March 2003, he was appointed chairman of the All-China Federation of Industry and Commerce;

From March 2003 to December 2012, he served as Vice-Chairman of the National Committee for the CPPCC and chairman of the All-China Federation of Industry and Commerce.

He has been honorary chairman of the All-China Federation of Industry and Commerce since December 2012.
