We have no more information about his spouse.
Also, we have no information about his son and daughter. She died in 2000, aged 59.
Mr Ravi, who was one of seven children in his family, studied law in Britain after graduating from the National University of Singapore with a Bachelor of Arts degree in 1993. But deep down, I always sensed he had a good heart and wanted the best for his clients.
We have no information about his girlfriend/boyfriend.
But we are sure that it is not available and his spouse’s name is not available. The respondent’s failure to supervise Colin Phan undermined public confidence in the legal profession.
6 Second, the respondent has a duty not to share his fees with an unauthorised person for any legal work performed (see r 39 of the PCR).
Further, there will always be prejudice in allowing an unauthorised person to conduct himself as an advocate and solicitor, even if such person had once been a lawyer.
We now set out the oral grounds for our decision.
Facts
2 The respondent was admitted to the Roll of Advocates and Solicitors of the Supreme Court of Singapore on 21 March 1998. The crux of his submission was that Colin Phan was not an advocate and solicitor only because of a mere technicality, which was his failure to renew his practising certificate.
Past incidents of improper conduct have included making baseless allegations with respect to key legal institutions and being disruptive in the courtroom, as well as
improper handling of clients
.Over the past two decades, he was handed sanctions ranging from monetary penalties to suspensions from practice on two occasions.
Mr Ravi was in 2024 struck off the rolls by the Court of Three Judges over two separate matters.
The first instance was after he made “false and unwarranted attacks” on his Facebook page in August 2020
against then President Halimah Yacob
, as well as then Prime Minister Lee Hsien Loong and former prime minister Goh Chok Tong.Separately, Mr Ravi had
continually interrupted a High Court judge
in November 2021, accusing the judge of being biased and falsely claiming that his client wanted to drop the suit – at the time, he was representing a former SBS Transit bus driver who had sued the transport operator. It is a criminal offence for Colin Phan, being an unauthorised person, to represent himself to be an advocate and solicitor (see s 33 of the Act).
Invictus Law’s Josephus Tan told The Straits Times: “You can love him or hate him for all his controversies but you cannot deny his contributions to the jurisprudence of criminal and constitutional laws in Singapore.”
“I’ve known Mr Ravi (since) before I started practice and he’s a good friend who would be dearly missed,” he added.
Mr Ravi also helped to overturn a 2018 decision that saved his client, Malaysian national Gobi Avedian, from the death penalty. In fact, the respondent facilitated Colin Phan’s misconduct through their arrangement by effectively allowing Colin Phan to function as an advocate and solicitor, contrary to what he knew was permitted under the Act and without regard to the interests of the clients affected by this arrangement.
A fine is not appropriate in these circumstances as the respondent’s misconduct was not mere inadvertence. We have no more Information about his Father; we will try to collect information and update soon.
