From 1998 to 2000, Orav was Security Policy Director of the Ministry of Foreign Affairs. He aims for Kosovo to make significant progress on its path to joining the EU with substantial support in crucial areas such as the rule of law, anti-corruption efforts, and human rights.

From 2000 to 2005, Orav was the Ambassador of Estonia in Poland with co-accreditation to Bulgaria and Romania. Since 2005, Orav is the non-resident ambassador in North Macedonia.

Ambassador Aivo Orav, an Estonian diplomat with over 30 years of experience in national and EU diplomacy and EU affairs, officially assumed the position of Head of the EU Office in Kosovo / European Union Special Representative in Kosovo today.
Before that, Orav has been the Head of EU Delegation in Montenegro and Head of EU Delegation in North Macedonia, and Ambassador of Estonia in several countries.[2]
Education
Orav graduated from the Faculty of Physics and Chemistry of the University of Tartu (1990) and later from the Estonian Diplomatic School in Tallinn (1992).
He will also support Kosovo’s European perspective and rapprochement with the EU and will monitor, assist, and facilitate progress on political, economic, and European priorities,” said the EU announcement.

After the end of his term in Poland in August 2005, Orav returned to Estonia, where he worked as the Political Director of the Ministry of Foreign Affairs.[3]
2008–2012 Orav was the Estonian Ambassador to Turkey with co-accreditation to Azerbaijan, Lebanon and Macedonia.
Today, the European Union appointed Aivo Orav as its new ambassador to Kosovo.
Orav is an experienced Estonian diplomat with extensive national and EU experience across a wide range of positions.
He will assume his duties on September 1, 2024, for an initial period of two years, succeeding Tomáš Szunyog, who has been in the role since 2020.
Orav is currently the Permanent Representative of Estonia to the EU.
“Orav will play a leading role in promoting a sustainable, peaceful, democratic, and multi-ethnic Kosovo that cooperates with the region.
Ambassador Orav previously served as Estonia’s Permanent Representative to the EU and as the Head of EU Delegations to Montenegro and North Macedonia.
From 1995 to 1998, Orav was the Permanent Representation of Estonia at the OSCE in Vienna. since 2020.
2012 Orav joined the E.U. External Action Service and worked as E.U Ambassador to North Macedonia until 2016 and then as EU Ambassador to Montenegro 2016–2020.
He succeeds Czech diplomat Ambassador Tomáš Szunyog in this role.

I pledge to work side by side with the EU’s local and international partners in Kosovo to drive forward our diplomatic and political relations, consolidate the EU’s position as Kosovo’s biggest investor, trade partner, and donor, and support Kosovo’s EU path and EU-related reforms,” said Ambassador Orav.
The ambassador is committed to coordinating EU efforts in Kosovo to promote stability, peace, democracy, and multi-ethnicity.
Since 1992, Orav served the Ministry of Foreign Affairs.
